Here we have a very rare Van Cleef & Arpels gold plated lighter with a sparkly enamel lacquer. The lighter is working correctly and the gold plating is 20 micron (20 layers) 24k pure gold plated. 
The plating and enamel has light surface scratches throughout, true to age from use
